5 MANAGING CHANGE IN A DIVERSE WORK PLACE - Major Ben Brooks and Dr. Barbara Collins-Brooks will lead the this session on managing change in a diverse work environment proposes challenges for employees and the management team. Alvin Toffler wrote in Future Shock “Change is avalanching upon our heads and most people are grotesquely unprepared to cope with it”. The purpose of Managing Change in a diverse workplace is to teach Supervisors how to manage the impact in their diverse work environment.

1:15 - 2:45 P.M. 6 & 7 Joint Housing/CD/Redevelopment Session ACHIEVING THE AMERICAN DREAM THROUGH SELL-HELP HOUSING - Lisa Spellman, Self-Help Housing Specialist, NCALL Research, Inc. and Jeremy Wilson, Single Family Housing Specialist, USDA Rural Development will outline how to utilize Rural Development's Mutual Self-Help Housing program to aid families work together to build their own homes. 3:00 - 4:30 P.M. 10 CIVIL SERVICE - Steve Shartle, Lynn Hereda, and Blaine Fry, PA Civil Service Commission, will cover 1) Options to full office staff positions, 2) Job duties versus job specifications, and 3) Questions and answers on Project-based Accounting and Management. 11 THE GOVERNOR'S COMMUNITY ACTION TEAM AND MUNICIPAL COOPERATION - The session will address manners in which communities can cooperate on community and economic development projects that will have impacts beyond municipal borders. Included will be a discussion of a current project between three municipalities in three separate counties working together to further common community development goals. Speakers will include Bill Coleman. Lackawanna County Office of Economic and Community Development, Jackie Parker, Executive Director of the Community Action Team, Bobbi Jo Turner, Susquehanna County Redevelopment.

9:45 - 11:00 A.M. 15 FEDERAL HOME LOAN BANK - UPDATE ON COMMUNITY INVESTMENT DEPARTMENT AFFORDABLE HOUSING PRODUCTS, Dave Buches, Community Investment Department, FHLB of Pittsburgh will focus on recent changes on to the Federal Home Loan Bank Home Buyer Equity Fund program and will preview the 2006 Affordable Housing Program which will feature two funding rounds. 16 PERFORMANCE MEASUREMENT SYSTEM AND OTHER PA DCED INITIATIVES - F. Edward Geiger, Director, Community Development, PA DCED will focus on new performance measurement system required by HUD. As time permits, other DCED items will be discussed. 17 PERFORMANCE CONTRACTING - This session will present how energy savings performance contracting can significantly expand you capital budgets through energy savings. Mark Hronek, Account Executive, Honeywell International, together with Jack Blosky, H.J. Financial Group, will make the presentation. 18 OVERVIEW OF CASE LAW AFFECTING HOUSING AUTHORITIES - The presenter, Marsh Rucker, Esq., Housing Authority of the City of Pittsburgh, will give an update on the cases that have been decided in the past year that will affect housing authorities. :

This session will also include marketing accessible units and finding potential clients to fill this need. 20 EMINENT DOMAIN - EXISTING LAW AND PROPOSED CHANGES - A recent U.S. Supreme Court Decision, Kelo v. New London, Conn. has caused a national reaction to the use of eminent domain. This session will focus how federal and Pennsylvania laws are being amended and the effect on redevelopment and housing authorities. Chris Houston, Esq., General Counsel and Director of Site Development, Cumberland County Redevelopment Authority; Richard Drnevich, Executive Director, PAHRA have been working on PAHRA's behalf to affect changes that will balance individual property rights with community economic development needs. 21 PERFORMANCE CONTRACTING (continued) 22 HOW THE NEW BANKRUPTCY LAW IMPACTS HOUSING AUTHORITIES - Francis Corbett, Esq., Attorney, Calaiaro Corbett & Brungo, P.C., Pittsburgh will examine the changes to the Bankruptcy Code and how housing authorities will be impacted.

1:30 - 3:00 P.M. 23 STRATEGIES TO KEEP RESIDENTS IN PLACE - This session will explore the different strategies to deal with all types of aging from a health perspective whether you have frail elderly who are trying to age in place or seniors who are more active and still ready to take on the world. Different service models will be reviewed. 24 BUSINESS IN OUR SITES - This session will focus on criteria and methodology to secure a BIOS grant or loan under the Governor's new Stimulus Package. The objective of BIOS is to create "shovel ready" sites, including acquisition, assessment, remediation, demolition, installation of infrastructure, and developing access roads. Speakers will apprise you of past awards, problem resolution and best utilization. Ron Repak, Executive Director, Johnstown Redevelopment Authority, Brian Eckert, Director, Site Development for Business Financing, will lead the session. 25 ENERGY AUDITS AND COOPERATIVE PURCHASE OF UTILITIES - Michael Nail, and David W. Anderson of Enlightened Energy Consultants (EEC), and Anthony J DeFilippo, Chrislynn Energy Services. will center on energy audits which are required by HUD for each public housing agency every five years and the utilization of HUD's energy incentive which includes Competitive Purchase of Utilities, Recovery of Utility Overcharges and Retention of energy savings due to improved operations. 26 HOUSING AUTHORITY AFFILIATES - TRAPS FOR THE UNSUSPECTING - Michael H Syme, Esq., Cohen & Grigsby, PC, Pittsburgh, will review non-profit corporations used in connection with housing authorities and how the should operate.

3:15 - 4:30 P.M. 27 UPDATE - HOME TRANSITION FROM DCED TO PHFA - Current status of transition of HOME Program and issues for targeting, leverage and impact - open discussion will be lead by Larry Segal, Governor's Office of Housing and Community Revitalization; Brian A Hudson, Sr., and Robert F. Bobincheck, PHFA; and Edward Gieger, PA DCED Community Development. 28 FIRST INDUSTRY FUNDS - The Governor's Stimulus Package created a unique fund known as First Industries. With agricultural and tourism industries being numbers 1 and 2 respectively, this session will concentrate on how these grants and loans can assist revitalization efforts within your community. Lynne Ruby, Director, Grants Division - Center for Business Financing, will review the flexibility of the awards and how they can cover numerous eligible activity such as land and building acquisition and construction, machinery and equipment purchase or repair, business start up, and working capital. 29 ENERGY AUDITS AND COOPERATIVE PURCHASE OF UTILITIES (continued) 30 LABOR LAW POTPOURRI - This course will feature an update on recent development is public sector labor and employment law.
